I would definitely suggest some kind of configuration management system
where you have CR's (Change Requests) where the customer signs off of the
changes, and you have some way to track your changes. Each release would
would consist of 1-many change requests, and along with it, you can track
all the pages/etc. that have been changed to fulfill that change request.

I have a Configuation Management database that I use to track all of my
database changes for programming. It is very helpful to know what I
changed, why I changed it, and have some background detail to use when I
Invoice the customer.
