Get it in writing.
Tell your boss that you are going to make all the new changes from now on to be done by e-mail only. Then tell Mr. Flipflopper you apologize for the mis-understanding of the past and from now on (due to his berating e-mails) all future changes will only be done via e-mail. Also make sure Mr. Flipflopper's boss knows about this.
Start a log for the project because these change requests will no doubt be free unless you are to state that at each status report. Each time a change is made - send out the status report with "change request made by Mr Flipflopper and this change will cost $$$ ...." - with the time and date the change that was requested was made and a copy of the e-mail file of the requested changes.
Another way of handling this is that there are some phone services that will forward your voice mail to e-mail. Just no longer accept his phone calls - let the phone ring through to voice mail - get that forwarded to your e-mail and now you have a printed copy. Attach the printed copy of the change request made via-voice mail - with the appropriate time / date and of course requesters name. So when he says "I wanted orange," you can say "orange is not spelled B L U E."
