Our church each year has a women's retreat and a Christmas Tea. We sponsor ladies from a nearby homeless shelter to come to these events and take the ladies to the salon and get them all done up (hair, nails, make-up - the whole business) - let them be pampered for a day. Kind of a local - extreme make-over.
With your cosmetic business - you can start with (depending on how much you want to invest here) - offering gift certificates or make-up bundles as prizes for a ladies church event. At our church's ladies retreat - we usually offer practical classes like biblical finances and such - you could offer to do a class on modern day dressing for modesty - display some of your products and do a sort of make-up make-over in class.
Let this WOM (word of mouth) advertising start as you work your larger business objectives. And with advertising comes the question of how big do you want your business to be? As well as, how much business can you handle right now? The answers to those questions will lead you to the answer of where to advertise.
You want to stay local - advertise in your church bulletins and go to local salons that do make-up (get some local commercial business - usually offering this at a discount). Check your yellow pages for the salons in your area and - send them catalogs or commercial displays with your contact info. IF you want to be the next Mary Kay - start banging on doors at Macy's HQ, Walmart HQ, Nordstrom HQ, HSN HQ, etc. while you ramp up production.
As far as taxes - go to the professionals in your area. Each local area tends to have varying business rules, laws, fees, taxes, etc., some one local would be better equipped to help you.
Your gift certificates or the cost of doing a class at your church would all be considered a charitable donation and therefore a charitable deduction for your business. If you did the class in a for pay scenario - like someone paid you to teach a class - then the cost of your materials would be deductible as promotional / advertising costs along with any free gift you might add in.
